2008-2009 Grant Guidelines
art$tart wny is an arts-in-education funding program administered by The Coalition of Arts Providers for Children, Inc.(CAPC). This program is funded and supported by the Local Capacity Building Initiative of the Arts in Education Program at the New York State Council on the Arts (NYSCA).
The Local Capacity Building Initiative is a statewide effort to provide local
support for widespread participation in arts in education. To that end,
our agency was invited by New York State Council on the Arts to make grants
in support of partnerships between schools and teaching artists or cultural
organizations that focus on the integrated study of the arts and non-arts
subjects. The applicants of record for this program will be a school and
either an individual teaching artist and/or a cultural organization. Please
note eligible projects will involve a direct collaboration between at least
one classroom teacher and one teaching artist. Funding decisions are based
on the criteria and local funding priorities as they are outlined in these
application materials. A checklist of all requirements can be found on

art$tart wny grants are available to all schools, pre-K through 12, or cultural organizations [501(c)(3)] in the Western New York Counties of Erie and Niagara.

Project Activity Dates: 2008 - 2009
Deadline & Notification:
Applications must be submitted by Thursday, January 9, 2009. The
Panel Review of all applications will take place on February 6. Award
and denial notification will be made by February 18. An appeals
process is available to applicants if requested of the art$tart coordinator
within 14 days of the date of the notification letter. Details will
be included in the letter. Funds will be available for distribution
March 4, 2009.
Funding:
art$tart wny offers grants of up to $2,500. Schools
must provide matching funds in a combination of cash and in-kind
services. See “Budgetary Requirements and Notes” for complete
information.
Grant Orientation Sessions:
At your convenience, a facilitator will meet with you and your partner (teacher and artist) to assist in development of your project (to help the proposal writing). Please call 834-5777 with times when you both have 2 hours available.
Eligibility Criteria:
Partnerships between schools and teaching artists or cultural
organizations are eligible.
- Schools may be public, private, parochial, or charter. BOCES-affiliated schools are also eligible.
- Schools must be located in the WNY two-county region including Erie and Niagara Counties.
- Cultural organizations must show evidence of non-profit status.
- Partnerships must serve students in grades pre-kindergarten through 12.
Projects are eligible if:
- activities will occur during the regular school day;
- they will involve at least three (3) contact sessions between the same teacher, teachingartist, and group of students, defined as a “core group”;
- activities and outcomes will be collaboratively designed, planned, taught, and evaluated by the participating teacher(s), teaching artist(s), and other school and community members;
- will address the New York State Learning Standards for both the arts and the non-arts subjects.
Plus Factors:
Proposals may score higher in deliberations if:
- this is a new project and/or partnership;
- artists are residents of New York State;
- contact sessions are separated by enough time for reflection and refining;
- the school’s certified art, music, dance, and/or theater teacher(s) participate in the project in addition to the non-arts teacher(s);
- projects have a multi-year scope and a plan for future expansion within the school;
- projects will include collaboratively planned and implemented professional-development activities that support the ability of teacher(s) and teaching artist(s) to implement program activities.
- the team has met with an art$tart facilitator in a planning session.
Requirements:
- NYSCA and CAPC must be credited on all publications and promotional materials. Logos will be provided.
- A Final Report of project activities, income, and expenditures must be submitted by July 31, 2009.
- Applicants are expected to contact art$tart (CAPC) before submitting an application.
art$tart wny does not fund:
- a project currently supported by or under consideration for NYSCA Empire State Partnership (ESP) and/or Partners for Arts Education (PAE)
- home schools;
- stand-alone assembly programs, single performances, or one-time visits to cultural institutions;
- projects that appear to replace the role of certified art, music, dance, or theatre teachers;
- projects that focus on teaching non-integrated, sequential arts education;
- extracurricular activities that take place after the school day, in the summer, or during non-school hours;
- programs for which selected students are taken out of regular classes or self-selected for participation;
- college-level courses, scholarships, contests, or student performing groups.
Evaluative Criteria:
- clarity and appropriateness of the shared educational and artistic goals and expected student outcomes in relation to proposed project activities and grade levels served;
- degree to which the project will strengthen learning of curricula in both the art and non-art subjects;
- depth and authenticity of the connection between the art and non-art subjects;
- degree to which the project will support the cited NYS Learning Standards in both the art and non-art subjects;
- degree to which the timeline will allow for reflection, further investigation, and fine tuning between work sessions;
- appropriateness of professional development activities in relation to project goals and expected student outcomes (if applicable);
- degree to which certified art, music, dance, and/or theater teachers will participate in the project (if applicable);
- clarity, appropriateness, and feasibility of evaluation and student assessment plans;
- quality of expertise and appropriateness of proposed artists or professionals;
- appropriateness of the members of the planning and implementation team;
- Appropriateness and cost-effectiveness of the proposed budget.
